On behalf of the Scottish Government and the National Advisory Council on Women and Girls, Sleeping Giants Team put together a panel of 20 diverse women and girls from all parts of the country and all backgrounds who don’t normally have the chance to talk about their lives and what matters to them. We have been working together since May 2023, reporting to the National Advisory Council and Scottish Government to make sure that what they do makes a real and lasting difference to all women and girls across Scotland.
The Empowering Women Panel has been supported to build their knowledge, skills and confidence, so that they have both the power and the capability to hold Scottish Government and the National Advisory Council to account, as well as the power to investigate and research issues that are important to them.

Research Scotland was commissioned to carry out an independent evaluation of Phase Two NACWG.
The aim of this independent evaluation was to:
To inform the evaluation, a Theory of Change was developed to outline the change the National Advisory Council aims to achieve throughout Phase Two and interviews were then held with members of the National Advisory Council, Empowering Women Panel and Scottish Government officials to gather findings.
